The Ministry of Foreign Affairs (MOFA) held the 2025 NGO International Training Program lecture series in Taipei from November 29 to 30 at the Taipei Fine Arts Museum. The opening ceremony was hosted by Deputy Minister of Foreign Affairs Chen Ming-chi and attended by some 200 participants, including Ambassador-at-Large Wu Yung-tung, Taiwan Institute for Sustainable Energy President Chien You-hsin, and other NGO leaders, think tank representatives, partners, and students.


In his opening remarks, Chen noted that Taiwan’s NGOs had long collaborated with international NGOs in public health and medicine, humanitarian aid, environmental protection, cultural exchanges, and sustainable development. He added that they had jointly promoted development and well-being. These efforts have been a vital driving force in advancing Taiwan’s international participation. Chen emphasized that the flexibility and responsiveness of NGOs fully demonstrated the spirit that Taiwan can help and the value of Team Taiwan.


The theme of this year’s program was “Achievements and Vision of Taiwan’s NGOs Engaging Internationally under Integrated Diplomacy.” Three sessions were held in Taipei, Yilan, and Chiayi. At the Taipei event, Chiang Zhen-wei, Director General of MOFA’s Department of NGO International Affairs, shared how the government works together with NGOs to advance integrated diplomacy. The program also featured leading NGO figures, including Eugene Chien, Chairman of the Taiwan Institute of Sustainable Energy; Li Shao-ling, CEO of World Vision Taiwan; Yang Kuo-cheng, Secretary-General of the Taiwan Good Neighbors Association; Sara Liu, Chairman of Love Binti International; Hsieh Pei-fen, Deputy Secretary General of the International Cooperation and Development Fund; Lin Shih-chia, Executive Director of the Foundation of Medical Professionals Alliance; and Kao Shu-fen, President of the Taiwan Medical Women’s Association. The speakers shared Taiwan’s experiences in areas such as medical diplomacy and humanitarian assistance. In addition, Loh Li-chen, Director of Taipei Fine Arts Museum, delivered a presentation on promoting city diplomacy through culture and the arts. Online influencer Mindi Huang, editor-in-chief of Mindi World News, shared tips on reading international news from a global perspective.
