1. Foreign international cooperation foundations whose purview is democracy and freedom, human rights and justice, peace and tolerance, or other types of international cooperation activity approved by the Ministry of Foreign Affairs (MOFA) may submit an application to MOFA’s Department of NGO International Affairs.
 
2. Foreign foundations must meet one of the following conditions:
  • (1) Total assets within the territory of the Republic of China (Taiwan) may not be less than NT$15 million, and the total cash ratio may not be less than 50 percent.
  • (2) They enjoy general or special consultative status with the United Nations Economic and Social Council or have been classified by MOFA as a world-renowned international nongovernmental organization. In either case, total assets within the territory of the Republic of China (Taiwan) must not be worth less than NT$5 million.
 
Application procedures:
 
Step 1:A foreign foundation seeking recognition from MOFA must meet the conditions stipulated in the Foundations Act and the Ministry’s Regulations for Foreign International Cooperation Foundations Applying with MOFA for Recognition.
 
Step 2:Submit the following documents to obtain recognition by MOFA:
 
  • 1. An application form, wherein the foundation’s name must be translated into Chinese and its nationality specified
  • 2. Certificate of establishment issued by the competent authority in the home country that evidences its qualification as a foundation (*)
  • 3. Charter of endowment (*)
  • 4. Identification document of directors or the representative in the Republic of China (Taiwan) (*)
  • 5. The principal office address in the Republic of China (Taiwan)
  • 6. Plan concerning combating money laundering and financing of terrorism if the INGO has a branch office in a country or area at high risk for money laundering or financing of terrorism
  • 7. Report of activities for the most recent two years
  • 8. Financial reports for the most recent two years audited or reviewed by a certified public accountant (*)
  • 9. List of assets (The filing date of the list of assets must be the same as the date on the balance sheet. Types of assets include movable and real property. Property must be listed using account titles on the balance sheet. Proof of ownership must also be attached. The list of assets must be signed/stamped by the tabulator, auditor, and representative.) (*)
  • 10. Annual plan that includes the purpose of establishment, proposed location of establishment, contact information, work items, organization and responsibilities, working methods, and sources of funding
  • 11. A letter of undertaking for public liability insurance covering the period of activity in the Republic of China (Taiwan) (*)
  • 12. All documentation set out in the preceding subparagraphs must be translated into Chinese if the original is in another language.
(*)Documents in other languages and their Chinese translations set out in Subparagraphs 2, 3, 4, 8, 9, and 11 must be authenticated by the relevant R.O.C. overseas mission.
 
Notes:
  • 1. Applications for recognition filed with MOFA and supporting documents will be processed in accordance with MOFA regulations.
