An international nongovernmental organization (INGO) registered as a civil association or foundation may solicit funds and gifts from the public for social welfare purposes (except for political and religious activities) in Taiwan in accordance with the Charity Donations Destined for Social Welfare Funds Implementation Regulations. The application procedure is as follows:
 
Step 1:Apply for an account and password with the Charity Donation Management System on the website of the Department of Social Assistance and Social Work of the Ministry of Health and Welfare (in Chinese only). The system will respond in approximately 10 minutes.
 
Step 2:Log in with account and password and follow system instructions to file an application for the charitable donation activity. 
 
Required documents (in Chinese only)
  • 1. Charitable donation application form
  • 2. Charitable donation plan
  • 3. Charitable donation property usage plan
  • 4. Meeting minutes showing the approval of directors or supervisors to implement the charitable donation activity
  • 5. Photocopy of the registration of the legal person

2. An INGO office is not considered to be a legal entity. Civil associations that have not registered as a legal person may not solicit donations in Taiwan.
