An international nongovernmental organization (INGO) registered as a civil association or foundation wishing to recruit volunteers must submit an application along with supporting documents, including a volunteer service plan and photocopies of the registration certificate and registration as a legal entity, to the central or local competent authority with purview of the relevant industry (e.g., the Ministry of Education or the municipal educational department for education issues and the Environmental Protection Administration or the municipal environmental department for environmental issues).
A sample volunteer service plan (in Chinese only) may be downloaded from the Volunteer Service Website (in Chinese only) of the Ministry of Health and Welfare (click “Volunteer Service Database,” then click “Download Area”).
When an INGO wishes to recruit a foreign volunteer, it must apply for approval from the competent authority for the relevant sector as determined by the main service items and content of the volunteer service plan. Then, the foreign national must apply for a visa from the Ministry of Foreign Affairs in accordance with the Enforcement Rules for the Issuance of ROC Visas to Foreign-Passport Holders.
